upon the Staff of his Department and their duties.

2. You state that you have appointed a Committee to enquire into the

Medical Department and that you will in due course forward their report for

my consideration. In the meantime it may save future correspondence and assist

you in framing your final recommendations, if at this stage I communicate to you

the views which I have formed upon the paragraphs in the report
